Health Systems Improvement

The Bureau of Primary Health Care depends on primary care associations in each state to provide comprehensive training and technical assistance to thousands of health centers across the country. Mindful of this responsibility, the Hawai‘i Primary Care Association endeavors to provide a wide array of programs and development opportunities that meet the health system improvement expectations by the Bureau, while also being responsive to the operational needs of Hawai‘i’s network of Community Health Centers. 

Our major work in this area focuses on improvements in system quality and health outcomes, expansion and meaningful use of health information technology, and the development of strategic partnerships between health centers and other organizations to address statewide public health challenges. These all support the Association’s Theory of Change, which drives the intended impact of all our work and the ultimate social goal we hope to achieve.

Programmatic Focus Areas

Consistent with HPCA’s Theory of Change, our programmatic work that supports Hawai‘i’s Community Health Centers and the public health system at large is organized into three primary areas of focus.

 
 

Population and health systems management

Work in this area supports both health center transformation and systems change, and encompasses a broad range of programmatic work including Quality Improvement and Clinical Leadership that drive system excellence and outcomes, and Health Information Technology innovations.

WORKFORCE

Consistent with BPHC’s focus on enhancing and strengthening the health care workforce, HPCA’s primary emphasis in this area is to develop and enhance the resiliency of our health care infrastructure by supporting broad-based education, training, and people systems support.

health equity & research

These complex data, research, and social-determinants-focused projects cut across all primary areas of our Theory of Change, driving systems improvements, transformation, and collaboration. Process and outcomes research, driven by an educated workforce and supported by robust data collection and analysis, is key to the equitable distribution of resources across the health care syste.


Other Technical Assistance

HPCA regularly coordinates the annual Uniform Data System (UDS) training for health centers and look alikes. We also provide a range of technical assistance services related to Emergency Preparedness so that health centers can best plan for continuity of operations in the event of natural disasters or other environmental crisis.
